VGB PowerTech e. V., European Association of Power Plant
Operators, and the EPPSA European Power Plant Suppliers' Association
for power plant manufacturers, made following statement at the VGB
Congress "Power Plants 2003" in Copenhagen (September 15 to 17,
2003):
Copenhagen Declaration
The European power plant operators and -manufacturers admit their
responsibility for a secure, economic and environmental compatible
supply with electricity and heat, today and in the future. The
considerable demand in replacing and constructing a new the European
power plant park requires comprehensive investments that on the one
hand take into account the intensive competition, and on the other
hand result in a sustainable generation portfolio. The power plant
operators and manufacturers are prepared to accept the forthcoming
challenges.
The European power plant operators and -manufacturers ask the
governments of the European countries to create and maintain the
general conditions on national and European level that take due
consideration of the triangle supply safety, economic efficiency and
environmental compatibility.
This means in detail:
1. To assess the chances and potentials of the different sources
of energy open-mindedly and free of any ideology;
2. Not to increase the import risks of the European electricity
industry by maintaining a broad generation mix;
3. To keep open the technical options for a diversified future
structure of primary energy sources without any exception;
4. To achieve the implementation of European harmonised market
rules for the producers of electricity and heat without creating
unilateral burdens;
5. To create general conditions in order to hold the technical
lead worldwide;
6. To support open-mindedly research and development in all areas
of electricity generation technology;
7. To orient incentive and support schemes towards strict
efficiency aspects in order to achieve marketability;
8. To pursue the objectives of a European environment- and
climate protection policy by observing its effect on competitiveness
and to harmonize the climate protection instruments of the policy.
These are the fundamentals for a long-term reliable energy policy
within the European Union. At the same time these are the obligatory
requirements to make the necessary investment decisions for the
comprehensive renewal and replacement of the power plant portfolio in
Europe. The power plant operators and -manufacturers are prepared to
accompany and advance a fruitful discussion about energy policy.

VGB PowerTech e.V. is an internationally operating association of
power and heat generating companies with member companies from 29
countries. The joint aim of the members is to increase
